CONCERNS AND ISSUES
The Pebble Project
✷ Pebble Mine will impact a $1.5 billion commercial fishing industry and the 14,000 jobs involved.
✷ The mine will impact the legendary salmon runs that have supported the Bristol Bay community for thousands of years.
✷ Many miles of pristine valleys and salmon streams will be turned into an open pit, waste piles, and mine works that will turn the area into an INDUSTRIAL ZONE.
- PERMIT APPLICATION IS INCOMPLETE
- NOBASELINE INFORMATIONINCLUDED IN THE PERMIT FOR SOME OF THE MAJOR COMPONENTS OF THE MINE INCLUDING:
- NATURAL GAS PIPELINE ACROSS COOK INLET
- SOUTH ACCESS ROAD FROM KOKHANOK TO AMAKDEDORI
- 270 MW POWER PLANT
- ILIAMNA LAKE FERRY CROSSING AND PIPELINE
- DEEP WATER PORT AT AMAKDEDORI
- NO ECONOMIC FEASIBILITY STUDY THAT SHOWS THE MINE PLAN IS ECONOMICALLY VIABLE

PLP Mine Plan |
CONCERNS AND ISSUES
Mining & Processing
- HOW MUCH WATER WILL BE REQUIRED FOR PROCESSING ORE?
- WHAT CHEMICALS WILL BE USED AND HOW TOXIC ARE THEY?
- WHAT STREAMS WILL HAVE WATER DIVERTED TO THE MINE?
- Potentially up to 35 billion gallons/year
- EIS NEEDS TO INCLUDE BUILD-OUT SCENARIOS FOR A 20+ YEAR MINING OPERATION DUE TO THE KNOWN 11 BILLION TONS OF MINERAL RESOURCES
- ACID MINE DRAINAGE FROM WASTE ROCK WILL BE GENERATED AND CAN HARM THE STREAMS AND WETLANDS IN THE AREA
- MINING OPERATION WILL HAVE SIGNIFICANT IMPACTS IN THE AREA DUE TO TRUCK TRAFFIC, NOISE FROM BLASTING, DUST IMPACTS, AND AIR QUALITY FROM POWER PLANT
|
|
|
|
PLP Tailings Plan |
CONCERNS AND ISSUES Tailings Storage
- PERPETUAL STORAGE OF ACID GENERATING TAILINGS BEHIND EARTHEN DAMS IS PROBABLY THE SINGLE GREATEST HAZARD POSED BY THIS PROJECT
- TAILINGS STORAGE FACILITIES WILL BE UNLINED AREAS THAT WILL ALLOW TOXIC LEACHATE TO MIGRATE TO GROUNDWATER AND SURFACE WATER
- HUGE DAM EMBANKMENTS OVER 500 FEET HIGH WILL BLOCK AND INUNDATE SALMON STREAMS AND TRIBUTARIES IN THE NORTH FORK KOKTULI

PLP Water Management Plan |
CONCERNS AND ISSUES
Water Management
- NO WATER MANAGEMENT PLAN PROVIDED IN 404 APPLICATION TO THE USACE
- HOW MUCH WATER WILL BE NEEDED FOR MINE OPERATIONS?
- SIGNIFICANT IMPACTS WILL OCCUR BY DIVERTING WATER FROM SALMON STREAMS FOR MINE OPERATIONS
- Stream impacts will occur during summer salmon spawning and rearing periods & during winter when salmon are over-wintering and eggs are incubating in these streams
- SIGNIFICANT IMPACTS WILL OCCUR DOWNSTREAM OF THE MINE FROM WATER BEING DISCHARGED WITH DIFFERENT TEMPERATURES, WATER CHEMISTRY, AND FLOW RATES THAN THE NATURAL CONDITIONS IN THE HEADWATER STREAMS
- SIGNIFICANT IMPACTS TO GROUNDWATER AND SURFACE WATER CAUSED BY DEWATERING OF THE OPEN PIT
|
|
|
|
PLP Power Plan |
CONCERNS AND ISSUES
Power Generation
- POWER PLANT EMISSIONS WILL INCLUDE HEAVY METALS, PARTICULATE MATTER, AND TONS OF CO2
- IMPACTS TO RAIL BELT NATURAL GAS SUPPLIES CAUSED BY THE 270 MW POWER PLANT NEED TO BE IDENTIFIED IN EIS
- The Pebble Power Plant is BIGGER than Anchorage’s South Central Power Plant
- INCREASED RISKS OF FUEL SPILLS IN COOK INLET, ILIAMNA LAKE, AND ALONG THE ENTIRE PIPELINE CORRIDOR THAT WILL CROSS HUNDREDS OF SALMON STREAMS, PONDS, WETLANDS, AND SUBSISTENCE AREAS
|
|
|
|
PLP Roads & Transport Plan |
CONCERNS AND ISSUES
Roads & Transport
ROADS WILL CROSS MANY SALMON STREAMS, WETLANDS, AND SUBSISTENCE AREAS
- OVER 200 CULVERTS WILL IMPACT FISH PASSAGE. CULVERTS NEED TO BE ‘FISH FRIENDLY’
- NO FISH SURVEYS TO IDENTIFY SALMON STREAMS HAVE BEEN PROVIDED FOR THE SOUTH ACCESS ROAD
- OVER 1,000 ACRES OF WETLANDS WILL BE IMPACTED BY ROADS
- INCREASES IN NOISE, DUST, AND TRAFFIC
- HABITAT FRAGMENTATION WILL OCCUR DUE TO ROADS CROSSING MIGRATION CORRIDORS
|
|
|
|
PLP Ferry Plan |
CONCERNS AND ISSUES
Iliamna Lake Ferry & Terminals
- NO BASELINE DATA PROVIDED FOR FERRY CROSSING AND PIPELINE ON THE BED OF ILIAMNA LAKE WHICH IS THE WORLD’S LARGEST NURSERY FOR SOCKEYE SALMON
- Millions of salmon fry live in Iliamna Lake
- The Kvichak watershed has produced more salmon than any other system in Bristol Bay
- FERRY ROUTE BETWEEN NEWHALEN AND KOKHANOK WILL IMPACT FRESHWATER SEALS HABITAT
- INCREASED BOAT TRAFFIC ON ILIAMNA LAKE AND IMPACTS CAUSED BY ICE-BREAKER ON THE LAKE FOR SAFE WINTER TRAVEL BY LOCAL SNOWMACHINE TRAFFIC
- INCREASED RISK OF FUEL AND CHEMICAL SPILLS IN THE LAKE AND AT THE FERRY TERMINALS
- A spill in Iliamna Lake could wipe out 2 generations of salmon
|
|
|
|
PLP Port Plan |
CONCERNS AND ISSUES
Amakdedori Port
- CONSTRUCTION OF AN INDUSTRIALIZED PORT WILL IMPACT NEAR SHORE ENVIRONMENTS
- PORT IS LOCATED IN CRITICAL HABITAT FOR BELUGA WHALES AND NORTHERN SEA OTTERS
- PORT IS VERY NEAR THE MCNEIL RIVER STATE GAME SANCTUARY AND REFUGE
- Amakdedori has a high concentration of brown bears
- NO BASELINE DATA provided for marine or terrestrial animals at Amakdedori
- HIGH TIDES, STRONG CURRENTS, SHALLOW ROCKY SHOALS, AND HIGH SEAS WILL CAUSE SAFETY AND NAVIGATIONAL ISSUES FOR VESSELS AT THE PORT AND LIGHTERING ORE CONTAINERS TO LARGE BARGES OFFSHORE
- BALLAST WATER FROM FOREIGN CONTAINER SHIPS WILL BRING INVASIVE SPECIES TO COOK INLET
- Ore will be shipped to smelters in Asia
- SIGNIFICANT IMPACTS TO KAMISHAK BAY DISTRICT SALMON FISHERY AND CRAB, HERRING, COD, HALIBUT FISHERIES
|
|
|
|
PLP Closure & Reclamation Plan |
CONCERNS AND ISSUES
Closure & Reclamation
- MAINTENANCE AND MONITORING OF THE TAILINGS STORAGE FACILITIES AND OPEN PIT WILL BE REQUIRED FOREVER DUE TO ITS TOXICITY
- A lake filled with toxic metals will form when mining the open pit is completed and Pebble turns off the groundwater pumps used to dewater the pit
- No mines requiring perpetual water treatment should be permitted in Alaska
- SEEPAGE & LEACHATE MONITORING AND COLLECTION SYSTEMS AND THE WASTE WATER TREATMENT PLANT WILL NEED TO MAINTAINED FOR FOREVER
- WATER WILL HAVE TO BE CAPTURED AND TREATED FOR HUNDREDS OF YEARS
- WEATHERING OF EXPOSED WASTE ROCK AND PIT WALLS WILL PRODUCE ACID MINE DRAINAGE
- THE MAINTENANCE AND MONITORING COSTS WILL BE HUGE AND WHO WILL TAKE CARE OF THIS ONCE NORTHERN DYNASTY WALKS AWAY?
- A REALISTIC RECLAMATION AND CLOSURE PLAN IS NEEDED
